Energy Efficient Transportation Strategy:
Act 254
Background:
This measure was introduced at the request of the Hawaii Energy Policy Forum (“Forum”), based on its interim work with members of Hawaii’s transportation industry as well as with DBEDT. The interim working group identified that no energy efficiency strategy is currently in place for the transportation sector, which consumes almost half of the fossil fuels used in the state.
HB 869 (now Act 254) was passed by the 2007 Legislature and signed by the Governor on July 5, 2007. It appropriates $50,000 for FY07-08 to the University of Hawaii to conduct a study on energy-efficient transportation strategies in conjunction with the Department of Business, Economic Development and Tourism, and more specifically:

Assess the costs and benefits of each energy-efficient strategy;

Engage and integrate Hawaii’s business, government, labor and community leaders into the study; and

Report findings and recommendations to the 2008 Legislature.

"Our vision is an energy efficient transportation system that integrates effective community input and planning (demand), and offers people of all ages and walks of life flexible options (supply) including mass transit, private and public vehicles and self-powered conveyance in alternative combinations that provide mobility at acceptable cost."
